DRC Guwahati allows two Chinese nationals to enter Arunachal overlooking laid down rules

ITANAGAR, Nov 02: In what could be termed as gross negligence on the part of Deputy Residential Commissioner, Guwahati, two Chinese nationals were reportedly issued Protected Area Permit (PAP) on tourist visa by then Deputy Residential Commissioner Guwahati D J Borah on August 30, 2016.
The two Chinese nationals identified as Young James John and Wu Chong Shong reported to be residents of Hong Kong were issued PAP to enter Tawang, West Kameng and Lower Subansiri districts for thirty days from September 12, 2016 to October 11th 2016.
Laid down guidelines of Ministry of Home Affairs (MHA), Government of India states that Chinese nationals, Pakistanis have to acquire Restricted Area Permit (RAP) from Ministry of Home Affairs and not protected area permits.
Sources informed The Arunachal Times that files of two Chinese nationals for PAP was processed by Residential Tourism Officer Guwahati, which was sent to DRC Guwahati office for approval.
However, RTO could not be reached for clarification. According to the papers, both officers had failed to notice that Chinese nationals cannot be issued PAP to enter Arunachal Pradesh unless it gets clearance from MHA for RAP.
This daily is yet to ascertain whether the two Chinese nationals had visited the mentioned districts, however, it is presumed that they had visited the allotted areas, as the copy of PAP surfaced at a Hotel at Bomdila. Tawang and West Kameng are heavily militarised zones and out of bounds for Pakistanis, Bangladeshis and Chinese citizens.
In order to streamline foreign tourists permit for protected areas, in May 2015, the Ministry of Home Affairs had delegated power to competent authority such as Secretary Tourism, Govt of Arunachal Pradesh, Residential Commissioner Delhi, DRC Kolkata and DRC Guwahati empowering them to issue PAP to normal foreign tourists to enter Arunachal Pradesh.
In its guideline for PAP order 1958 Section 3(ii), the MHA clearly states, "Citizen of Afghanistan, China and Pakistan and foreign national of Pakistani origin shall not be issued a special permit without the prior approval of the Ministry of Home Affairs". It also instructed that issuing authority should exercise utmost caution and thoroughly check the records, negative lists and other restrictive circular etc before granting a special permit to a foreigner.
The Chinese, Pakistani and Bangladeshi and Afghanistan nationals are to obtain RAP from the MHA to enter Arunachal Pradesh.
Then DRC D J Borah was not available for his reaction.
Taking serious cognizance over illegal issuance of PAP to Chinese Nationals, Arunachal Pradesh Tour Operators Association (ATOA) has lodged complaint against the then DRC D J Borah with Police Station Itanagar alleging violation of the PAP Act. The association has demanded for immediate arrest of the DRC responsible for letting the Chinese nationals to venture into Arunachal Pradesh. In an emergency meeting held today, APTOA strongly condemned the act of responsible officer.
Terming the incident as breach of national security and gross violation of the laid down guidelines, the association opined that such instance of issuing PAP to foreign nationals could be subversive for national security .
It demanded the government to modify and issue notification that PAP should be allowed with sponsorship of local registered tour operators. Further, the association sought immediate action against DJ Borah then DRC Guwahati for alleged breaching of the national security.
APCC stages dharna, demands resignation of Kri be accepted immediately

ITANAGAR, Nov 02: The members of Arunachal Pradesh Congress Committee (APCC) led by its President Padi Richo staged dharna in front of Civil Secretariat Gate on Wednesday demanding immediate acceptance of Lapalum Kri's resignation under Voluntarily Retirement Scheme (VRS).
INC candidate Lapalum Kri had reportedly submitted resignation from the post of Chief Engineer, Public Health Engineering Department and Water Supply (Western Zone) to contest 45 Hayuliang Assembly constituency bye-Election
which falls vacant after former Chief Minister late Kalikho Pul's death.
Sizeable number of Congress members holding placards and Indian National Congress (INC) flags gathered at Civil Secretariat Gate around 9 AM and alleged that Pema Khandu led government is deliberately withholding the resignation letter of Lapalum Kri so that NEDA candidate Dasanglu Pul, third wife of late Kalikho Pul be elected unopposed.
"This government is being suppressed by Narendra Modi, comply me or else President Rule be again impose" said Padi Richo alleging that Chief Minister Pema Khandu is acting under considerable pressure to make Dasanglu Pul elected unopposed.
"The government has given commitment to Prime Minister Modi that BJP candidate will be get elected unopposed, but voters are with us (Congress) that's why they are delaying it intentionally" Richo added.
"No individual could be deprived of fundamental right by anyone" he further retorted stating that the government is depriving government servant of fundamental right to contest election.
The INC candidate had also filed petition in Guwahati High Court requesting its intervention to get justice.
Meanwhile, it is learnt that Chief Minister Pema Khandu who was campaigning for NEDA candidate Dasanglu Pul, who is contesting from BJP ticket in Anjaw, has left for Delhi as soon as he returned to Itanagar from Anjaw. Khandu-led PPA-BJP alliance government so far has been maintaining stoic silence over the development.
Hayuliang bye-poll: Four file nominations
ITANAGAR, Nov 02: Four candidates, including two Independents, have filed nomination papers for the November 19 bye-election to Hayuliang Assembly Constituency, when filing of nominations came to a close on Wednesday.
Bharatiya Janata Party (BJP) candidate Dasanglu Pul and Congress (INC) candidate Lupalum Kri filed their papers. Two independent candidates are Yompi Kri and Konteso Kri.
Scrutiny of the nominations will be done on November 3 while the counting will be on November 22, according to a press release issued by Chief Electoral Officer.
Bye-election to Hayuliang assembly constituency was necessitated after the demise of elected candidate of the constituency and former chief minister Kalikho Pul.
The Election Commission of India has appointed two Election Observers--one General Observer and one Expenditure Observer.
Model Code of Conduct has been strictly enforced in the entire Anjaw district.
Till date, Rs.3 lakh in cash, 7 bottles of IMFL and few quantities of opium were seized.
Meanwhile, preparations to conduct the bye-election are in full swing. The first round of training for polling personnel has been completed. RO cum DEO Mamata Riba has convened a meeting of all Sector Magistrates, Flying Squads, Static Surveillance Team, video viewing team and all Nodal Officers on November 4 at her office chamber at Hayuliang.
PPA a transit camp of legislators: APCC
ITANAGAR, Nov 02: Arunachal Pradesh Congress Committee (APCC) has said that the People's Party of Arunachal (PPA) seems to have become a transit camp for the legislators in the state.
Taking a jab at the party, APCC in a press statement said that since the 2014 general election, the legislators in the state are shifting their loyalties from one party to another again and again.
"Five PPA legislators joined Congress and later 30 Congress legislators joined in PPA. After the Supreme Court's historic verdict, all the legislators shifted from PPA to INC again. And, again 43 Congress MLAs joined in PPA," APCC said.
"Instead of blaming Congress, PPA could have filed their own candidate in the Bye- Election instead of supporting BJP candidate which clearly indicates that their integrity is doubtful," the statement said.
Terming it very unfortunate the non-approval of VRS request of the Congress Party candidate, the APCC alleged that it was an intentional tactics of the PPA and BJP to keep the party candidate out the election fray with the fear of losing the seat.
Buddha Mahotsava at Bomdila
ITANAGAR, Nov 02: The first edition of the Buddha Mahotsava would be celebrated at Bomdila in West Kameng from Nov 4 to 6 next. The 3-day long celebration is aimed at providing a common platform to all the six indigenous tribes of the district to showcase their rich culture and tradition.
Arrangements have also been made to facilitate hassle free access for both domestic and foreign tourists visiting the district headquarter during the festival.
Besides the cultural performances, adventure and traditional sports, decathlon, Buddhist skit, food festival and fashion shows would mark the celebration.

Students urged to take up sports as career
ITANAGAR, Nov 2: Parliamentary Secretary for Home, Pani Taram on Wednesday advised the students to give priority to sports as sports could help in building their career.
He was addressing the students and teachers during the inaugural function of a three-day long sports meet celebration of the recently upgraded Mani Secondary School in Doimukh Circle on Wednesday.
Taram informed that the GoAP have advertised 106 posts to be filled up from the sports category. He further urged the students' community to desist from taking drugs and getting involved in anti-social activities.
Meanwhile, responding to a two-point memorandum submitted by the SMC, Taram assured to look into the matter of school boundary wall.

Minister RD&PR convenes meeting with PR deptt. officials
ITANAGAR, Nov 2: Minister for Rural Development & Panchayati Raj, Tanga Byaling convened a meeting with the officials of the Panchayati Raj department at his office chamber here on Wednesday, to discuss the department's view on the recommendations of the second Arunachal Pradesh State Finance Commission, which submitted its report in June 2014.
The second Finance Commission was constituted by the state government in order to strengthen the Panchayati Raj system in the state at par with other states where the system is in place. Once the recommendations of the second State Finance Commission are adopted, the PRI in the state will be able to generate own revenue and at the same time will get separate provisions in the state budget.
The meeting was attended by Commissioner, Rural Development & Panchayati Raj, Indra Mallo, Director, Panchayati Raj and other officers of the PR department.

‘Women empowerment is essential for development of state in all fronts’
PASIGHAT, Nov 2: The Women Cell of Jawaharlal Nehru College (JNC), Pasighat in collaboration with IQAC of the college and East Siang ABK (WW) organized a UGC sponsored outreach programme on topic "Women Empowerment: Challenges Ahead with reference to the tribal communities of Arunachal Pradesh" at JNC's lower campus auditorium on Wednesday.
Prominent educationist Bormoti Dai, speaking on the occasion, stressed on women's empowerment to take the state forward in all fronts.
There is no denying the fact that women in Arunachal Pradesh have made a considerable progress but their true empowerment is still awaited, Dai said.
"There is no chance for the welfare of the world unless the condition of women is improved in house and workplace and society as a whole. We have to create congenial atmosphere granting women the freedom to make life choices."
Empowering women to participate fully in economic life across all sectors is essential to building stronger economies, achieve internationally agreed goals for development and sustainability, and improve the quality of life for women, families, and communities, Dai added.
She appreciated the members of ABK (WW) and WASE for their ongoing efforts to create awareness on ill effects of alcohol, drugs and other social evils. "Drugs and alcohol related awareness they spread among the public besides conservation of biodiversity, has set example for others to follow."
Associate Professor of the Institute of Tribal Studies, RGU, Dr Jumyir Basar spoke on the need to start prevention of sexual harassment cell in all the colleges and offices. She further said that without being aware of rights of women, it is difficult to seek rights as she underscored the need to have equal rights for men and women. JNC Assistant Professor (Pol Science) Dr Putoli Langkam spoke on gender typing while stating that it was necessary to involve men in gender discussion.
Earlier, East Siang ABK (WW) president Y T Burang said that every citizen should know about the POSCO Act and Adi customary laws. Quality education should be imparted to the girl children.
An educated mother can nurture her children well and lead family and social life better. Education ensures protection of women from harassment, but majority of women are unaware of their rights as enshrined in the Constitution, she lamented.

Daporijo District Hospital in shamble

DAPORIJO, Nov 02: The District Hospital, Daporijo is in a shamble causing untold sufferings to the patients and public.
In fact, the healthcare facilities in the hospital is going out of reach of patients due to myriads of problems, like lack of modern basic healthcare facilities like X-Ray, quality medicines, erratic power supply with improper electrification etc.
To understand the prevailing condition of the hospital, a team of local public leader and senior citizens led by Polo Colony Secretary Tatak Nilling recently visited the hospital and found it in a shamble condition.
The dirty and stinking wards, toilets without proper lighting system were grim reminder of the poor and unhygienic condition of the hospital. When interacted with the sanitary staff (sweeper), Nilling said, they were not issued cleaning items like phenyl, brooms, wiper etc. for many days.
One of main problems the hospital was facing is electricity.
There has been no electricity supply in the hospital over the last few days which is causing great incontinence not only to the indoor patients but also attending nurses and other medical staff. In spite of that, Tilling said, there has been no initiative from the hospital authority to address the problem.
Further, the X-Ray machine and other important medical equipments are also lying defunct due to mechanical defect.
They team also said that medicines are also being procured randomly without verifying the quality.
Complaint was lodged with the Upper Subansiri District Deputy Commissioner regarding the pathetic condition of the hospital and also against the DMO for remaining absent from duty for many days even after expire of the casual leave. However, the DMO has resumed duty after the DC issued a notice on October 25 instructing him to resume duty immediately.
Meanwhile, the public of Upper Subansiri have appealed to the Health Minister to look into the prevailing condition of the hospital and to do the needful at the earliest to improve healthcare facilities.
Railway project affected people threaten stir

RUKSIN, Nov 02: The people (likely to be) affected by the proposed Murkongselek-Pasighat BG Railway project and the members of East Siang unit of All Arunachal Section Divisional NF Railway Construction Loading & Unloading Shramik Union have demanded the authority to expedite land acquisition process.
It is alleged that some "unscrupulous" officials in State's Land Settlement Department are willfully delaying the official process for land acquisition thereby ignoring the interest of the poor farmers, who are going to loss their agricultural lands for ever.
Taking serious note on the undue delay in land acquisition process, the aggrieved project affected families have threatened to launch rigorous democratic movement, if the process is not completed within next month.
We will be left with no other options but to launch rigorous democratic movement and the state government will solely be responsible for any law and order situation that may arise during the course of agitation, warned Akin Tarang, Adviser of the project affected familys' union. He also said that a Public Interest Litigation would be filed in the High Court, if needed.
The project affected people under the banner of 'Railway Survey Affected Land Owners Committee' led by ZPM Tonggeng Panyang submitted a memorandum to the Chief Minister and Parliamentary Secretary for Land Management in November last year demanding early payment of compensation by expediting the land acquisition process to facilitate early construction of the BG rail route.
The committee also submitted memorandum to former Arunachal Governor JP Rakhowa in March this year and sought his intervention in this regard.
The BG railway enters into the Arunachal territory by crossing the NH-52 near Ruksin check gate and is passing through fertile croplands at Ruksin, Ngorlung, Sille, Rani and Yagrung villages in East Siang district.
The NF Railway with the help of East Siang administration 'successfully' conducted Public Hearing on 'Social Impact Assessment" of phase-I work (from 2.60 km to 9.20 km) during June 2015. The district administration subsequently forwarded 'Draft Final Notification' to Director Land Management to process final notification for land acquisition of the BG rail project.
The district administration earlier in September, 2014 forwarded 'Board Proceeding' in connection with fixation of land value and other assets rate for the BG railway project from Ruksin to Pasighat.
The board report said that topography and other geographical conditions of Pasighat and Jonai of Assam was almost similar in all respects. Thus, the Board taking the geographical aspects into consideration adopted the same land value @ Rs. 11.97 lakh per bigha for compensation.
APSCW chairperson calls for women's empowerment through education
BOMDILA, Nov 02: Arunachal Pradesh State Commission for Women (APSCW) Chairperson Mitali Tingkhatra appealed to the womenfolk to know their rights and duties for a balanced society.
Addressing at the inaugural function of the two days legal awareness campaign at Government Higher Secondary School, Rupa on Wednesday, the APSCW Chairperson elaborated of the need to empower women through education to boost welfares of the societies.
Deputy Commissioner Sonal Swaroop opined that with advancement of technology, crime against women and child have increased and to counter that, legal awareness programmes such as this is the need of the hour.
Resource persons from Labour department, Itanagar, District Legal Services Authority, Bomdila and Himalayan University, Itanagar dealt on bonded labour and child labour, domestic violence and free legal aid, sexual harassment at work place and child marriage and forced marriage.
An interactive session moderated by APSCW Member Secretary Yame Higio was also conducted.
The next day's session would deal on compulsory marriage registration, POCSO Act, Livelihood, Health & Hygiene to be followed by an interactive session.

Stilwell Road: Gateway to India's Act East policy

The Look East Policy transformed into the Act East Policy under the present political dispensation spearheaded by the Prime Minister Narendra Modi has called for a robust and result-oriented diplomacy to attain India's national interest in its Eastern neighbourhood. The piecemeal approach was supposedly replaced by a proactive one to steer the course with a renewed spirit to secure tangible results in geostrategic as well as geo-economic term. Contextualised in India's North-East, the policy has remained a mere rhetoric; yet the recent stride has generated a lot of optimism among the academia, policy-makers and other stakeholders in the region for a relook at the policy with a new paradigm. The Stilwell road which was lost in geo-strategic calculus in the entire cold war period again gained momentum in the recent years. The road was considered as a prime mover for cross border trade and economic integration in the region. In this context, the Act East policy through the Stilwell road has wider ramifications for the North-Eastern region of India.
Stilwell Road
The Stilwell Road, originally known as Ledo Road, is named after the American General, Joseph Warren Stilwell, who undertook the responsibility of constructing the project in December 1942 to open communication links for the Allied forces from India to send reinforcements to Kunming in Yunnan province of China and subsequently free Burma from the clutches of Japanese forces. During its completion in 1944, the road was used as a major supply route for the transportation of arms, troops and other essential materials for Kuomintang Army of China in its war against Japan. The road covering a distance of 1726 kilometers starts from Ledo in Assam (India) and goes across Nampong in Arunachal Pradesh (India) and Shindbwiyang,Bhamo and Myitkyina in Kachin (Myanmar) and further links Ledo-Burma roads junction to the city of Kunming in China. The road covers 61 km in India, 1033km in Myanmar and 632 km in China.
Initially, Myanmar was skeptical about re-opening the Stilwell road, because it ran across the insurgency infested Kachin region upon which the Military Junta did not have any control. Later, Myanmar Government assigned contract to Yunnan Construction Engineering Group of China and the military backed Yuzana group in 2010 to reconstruct 312 kilometer road from Myitkyina in Myanmar to Pangsau pass at India-Myanmar border. India has renovated its portion of Stilwell road through two lane highways, while China has renovated its own segment through six lane Highways. The experts working in this field opine that rebuilding of Mytikyina-Pangsau Pass would reduce the cost of transport near about 30 percent benefitting India, Myanmar and China for bilateral as well as multilateral trade. Generally, goods from North East India are brought through road and railways of narrow Siliguri corridor to Kolkata covering near about 1600 kilometer and then transshipped through the Strait of Malacca to South East Asia and China. The present route takes near about seven days for the landing of cargo whereas the same consignment through Stilwell route can land in Myanmar and China in less than two days. If Myanmar segment is completed, then Ledo-Nampong corridor can be connected to Muse, Lashio, Mandalay and Yangon (Myanmar) through Asian Highway (AH14), Ruili, Wanding and Kunming (China) through AH3 and Bangkok (Thailand), Kuala Lumpur (Malaysia) and Singapore (Singapore) through Asian Highway 2(AH2) and further to Phnom Penh (Cambodia) and Hochi Minh city (Vietnam) of grater Mekong sub-region through Asian Highways 1(AH1).It is envisioned that such type of transnational-connectivity corridors would help in strengthening free trade architecture eventually pave the way for regional and sub-regional cooperation.
Implications
Act East policy through the Stilwell road would reinforce cross border trade in Arunachal Pradesh. The people living across the international boundaries of India and Myanmar have common cultural ties, and it would act as catalyst for cross border trade. Incongruously, Nampong Land Custom Station notified since 1951 remains largely non- functional and the border trade is limited to informal channels. At present, Indian nationals are allowed to visit Pangsau market (Myanmar side) on 10th, 20th and 30th of every month. Likewise, Myanmarese nationals living 16 kilometer of its borer are permitted to visit Nampong on every Friday to purchase their necessary items. However, with the inception of Act East policy and emergence of free trade architecture in the region, the Central Government is considering all possible means to start the formal trade by renovating the Nampong Land Custom Station.
In the event of such formal border trade, there would be surge in both imports and exports, and as a consequence, it would strengthen the pace for cross border collaboration involving both hardware and software resources for the benefit of all the stakeholders in the region.
The Stilwell road would give rise to growth triangles in the region. Growth triangles are formed on the basis of different comparative strengths of contiguous regions by capitalizing their natural resources, technology, finance and human for a successful trilateral venture. This concept was originally unveiled by the first Deputy Prime Minister of Singapore Goh Chok Tong in 1989 in the form of SIJORI Growth Triangle which combined the technology and finance of Singapore with that of land, labour and natural resources of Ria Island of Indonesia and Johor of Malaysia. In case of reopening of Stilwell road, there could be possibilities of similar growth triangles such as( a) India, Myanmar and China Growth Triangle, consisting of Upper Assam and Arunachal Pradesh of India, Yunan Province of China and Kachin and Sagaing regions of Myanmar, and( b) India, Myanmar and Thailand Forum (IMT) consisting of Upper Assam and Arunachal Pradesh of India, Kachin, Sagaing and Mandalay of Myanmar and Maesot of Thailand, based on the amalgamation of their complementary advantages quite similar to SIJORI Growth triangle.
The Stilwell road would promote regional and sub -regional co operation in South and South East Asia. It would also generate opportunities for India's North East to collaborate with Association of South East Asian Nations (ASEAN), Mekong Ganga Cooperation (MGC) and Bangladesh, China, India and Myanmar (BCIM) forum on trade, transport, technology, automobiles, machineries, electronics, petro-chemicals, gas crackers, pharmaceuticals, herbal, fertilizer, polymer, agro-horticulture, education banking, investment and tourism by harnessing their shared capabilities.
India's prime apprehension is that in case we act east through the Stilwell Road, then India's North East will be swamped with cheap Chinese goods. This kind of economic threat perception cannot be denied given the nature of easy overflow of Chinese goods into the markets of the North-East. Equally, it is pertinent to mention that China has already spread its tentacles in our neighbouring South East Asian countries through several road and rail corridors, so we cannot remain away from such Chinese encirclements. Rather, economic engagement of North East through the Stilwell road would dispel such Chinese threat perceptions and rightly balance our national interest in South East Asia vis-a-vis China.
Further, this economic threat perception can be addressed by identifying our resource potentialities and establishing supply-oriented industries to meet the demands of India's bordering regions in Bangladesh, South-West China and Myanmar. In this connection, it would be noteworthy to point out that special economic zones could be developed in North-East and the potentialities of the region in pharmaceuticals and petrochemicals (2P) + (5H) hydro, herbal, horticulture, handicraft and handloom + (4T) tradition, technology, trade and tourism should be explored by tapping cross-border synergies. This proposition would remain a mere utopia unless the economies of the states undergo structural reforms with the free play of the market forces. Before finalizing the roadmap of Stilwell, it is highly necessary that the economies of the North-East come up with specific manufacturing products and earn 'Make in North East' image across the border by capturing the neighbouring markets, specifically in China.
No doubt, the implications out of the act east policy through the Stilwell road would overtake our apprehensions. Thus, it all depends how effectively the political leadership of the region prepares a common vision as well as deal with the central leadership in translating the Act East policy into a meaningful action for people-centric development in future.

NYWA submits memo to DC
ITANAGAR, Nov 2: The Nyishi Youth Welfare Association (NYWA) in a memorandum to the Lower Subansiri District Deputy Commissioner has appealed for immediate declaration of Nyishi Nyokum ground in Ziro for the celebration of Nyokum and to carry out other important co-curriculum activities and cultural programme.

The Association also sought opportunity for business establishments in Ziro. It appealed to the district administration to look into its grievances at the earliest to avoid any democratic movement.
Papum Pare district level Science Congress held
ITANAGAR, Nov 2: Nabam Ovi and his team from Govt Secondary School, Rono Hills, Doimukh, Toko Yagin and her team from Govt Hr Secondary School, Doimukh and Rubu Kiira and his team from VKV Sher, Kimin won the 1st, 2nd and 3rd position respectively in the Papum Pare district level Science Congress held at Govt Hr Secondary School, Doimukh on Wednesday.
All the winning teams will represent the district in the state level Science Congress- 2016-17 to be held in Mid November.
Doimukh Govt Hr Secondary School Principal Nyagi Riba who presided over the programme distributed prizes to the winners and briefed about the importance of the Science Congress. Altogether eight participant from different schools of Papum Pare district took part in the programme.

Mathematics Workshop begins today
ITANAGAR, Nov 02: The Department of Mathematics is organizing three days Mathematics Workshop (WEMST-16) for school teachers at Rajiv Gandhi University campus from November 3 to 5.
The workshop aims at providing the participants with an opportunity to examine, explore and integrate a range of practical and theoretical aspects of Elementary Mathematics through which school teachers will be benefited.
The objectives of the workshop include minimizing the disparity between Mathematics-phobia and Mathematics-popularity.
The workshop also aims at forming mathematics forum and setting up training and examination centres.
The participants of the workshop will train school teachers and guardians at these centres particularly about self-confidence in Mathematics and avoiding their self-made anxiety about Mathematics and passing negative remarks about Mathematics.
Three renowned resource persons will train the participants in the three day academic exercise. All together fifty teacher participants will attend the workshop.
Sunfeast Cup 2016 football tournament kicks off
ITANAGAR, Nov 02: The 2nd edition of Sunfeast Cup 2016 football tournament for players of age under 13 and 16 years was kicked off by Parliamentary Secretary (Sports and Youth Affairs) Nyamar Karbak in presence of Sports Authority of Arunachal Chairman Gora Makik at Rajiv Gandhi Stadium, Naharlagun on Wednesday morning.
As many as 60 teams are participating in the tournament, informed Arunachal Pradesh Football Association Secretary Kipa Ajay.
HM inspects Police infrastructure
ITANAGAR, Nov 02: Home Minister Kumar Waii made an unannounced visit to Bn. Headquarter, Chimpu, wherein he inspected police infrastructure, including Police Barracks, firing range, police lands and the works being undertaken by Police Housing.
The Home Minister assured to put his effort in getting funds for infrastructure developments.
Waii instructed the IGP and Commandant to organize social service to clean the Battalion HQ surrounding.
He was accompanied by IGP (Law & Order) Nabin Payeng, Commandant 1st APPBn Tojo Karga and departmental engineers.
Mass awareness cum door-to-door campaign on legal services
ITANAGAR, Nov 2: The Arunachal Pradesh State Legal Services Authority in coordination with all the District Legal Services Authorities is organizing a mass awareness cum door to door campaign on legal services as a part of its two days campaign which begins across the state on Wednesday. It is also a part of the National Programme organized by the National Legal Services Authority.
State Legal Service Authority also set up 7 number of stalls at various locations in Naharlagun, Doimukh and Yupia wherein the people were informed about the availability of Legal Services Schemes and Programme.
As per the report available with the State Authority during the first day of the campaign programme a record number of 993 persons/families were apprised of free Legal Services Programmes. Altogether 25 Advocates and 48 PLVs were engaged by the State Legal Services Authority at Itanagar, Naharlagun for smooth organization of programme. Reports from the districts are awaited, according to an official release.
CLM Gorik Dirchi retires
ITANAGAR, Nov 2: The officers and staff of the Department of Legal Metrology & Consumer Affairs bade farewell to Controller Legal Metrology-cum-Director Consumer Affairs Gorik Dirchi who superannuated on Oct, 31 last.
While addressing the officers and staff of the department during a farewell meeting, Dirchi appealed them to continue with their best efforts to uplift the status of the department and make it an exemplary institution. He also urged them to put forth their sincere efforts to the cause of the state's consumers.

Health care concern of state
Dear Editor,
Motherhood is the most blessed gift; nothing brings more profound happiness than bearing a child. A young woman and her baby paid the ultimate price and it is no secret that it happened because of negligence. Such incident brings out the sad reality of the healthcare facilities accessible to common people in the state.
Everyone knows why something so saddening happened but people want to know why there isn’t a single anaesthetist in a district general hospital. I am pretty sure that health department has the common sense of knowing that women get pregnant and there might be complications during the labour.
The health department’s statement regarding Aalo incident is a slap on people’s face. They are talking about achievements, future plan of the government, upgradation of hospital, creation of super specialist blah blah bla. You guys are openly admitting that because of the shortage of doctors, operation can’t be done even if there are facilities for that. So how would “upgrading” of hospital help instead of recruiting more doctor.
If netas and bureaucrats feel the need for it then we’ll surely get them. We all know how sensible and concerned our netas are.
Doctors are busy attending their private clinics and yes some of them are available on Sundays too, not in the hospital, in their clinic of course. I imagine it’s very important to breakeven their super expensive medical education and the Hippocratic Oath can wait. Take one injection from a trainee nurse and I assure you’ll lose faith in humanity. Health officials will blame politicians, politicians will blame lack of infrastructure, lack of doctors and they might even blame a woman for getting pregnant. Soon the dust would be settled and the ashes will be wiped off but what really matter here is a mother does not get chance to hold her baby.

Don’t snatch happiness
Dear Editor,
The civilization warrants that people should be educated and learned, but unfortunately, the teaching community of Arunachal is kept unpaid by the government. This demoralizes, humiliates and deprives them of positivity in life.
Ironically, festivals after festival are being celebrated all over the state while keeping other section of people in straitened circumstances. If there is resource constraint with the state government, then austerity measures should be adopted at all fronts.
The present trend is progressive or kind of regressive, one has to definitely ponder over. Livelihood of people shouldn't be robbed off but given, shared and empowered.
He, who willfully snatch happiness of the people and amass unto himself most of the material things in the world shall in turn, stand judged and incapacitated by the creator, and there are many instances in the long human history.
Compassion, sharing and mutual empowerment shall only be the mantra towards attainment of lasting and blissful existence.
